When i select User Filters for the Widget  and select in the view mode , filter value gets applied to the Widget 

and report in the same dashboard but not vice versa; 

if i have filter on the report and it does not get applied to the widget.

it appears that the widget filter is driving the dashboard.

please suggest how i should i design the dashboard ?
