Zoho says active user is deactivated

Zoho says active user is deactivated

One of our users can't log in to Zoho. It insists his account is deactivated. But when I look at the Users list, he's listed under Active users and the only option when clicking on him is to Deactivate him.

I have tried deactivating and then reactivating, and he still gets the same error. I have triple-checked the email address. Does anyone know what might be the problem?
