Zoho complies with international sanctions programs administered by the United States Office of Foreign Assets Control (OFAC) and, where applicable, the European Union (EU). As a result, two types of account actions are restricted based on the sanctioned countries and regions:
- Account sign-up: Users located in the sanctioned countries or regions cannot create new Zoho accounts.
- Mobile number restriction: A mobile number whose country code (i.e., dialing code) belongs to one of the sanctioned countries or regions cannot be used for sign-up or added to an existing account.
Restricted countries and regions
The following are countries and regions restricted:
- Russia
- Cuba
- Iran
- North Korea (DPRK)
- Syria

How these restrictions apply
- Signing up from a restricted location: Account sign-up is disabled for users located in one of the sanctioned countries or regions.
- Signing up with a restricted mobile number: Sign-up is blocked if the mobile number provided has a country code belonging to one of the sanctioned countries or regions, even if the sign-up location itself isn't restricted.
- Adding a mobile number to an existing account: A mobile number is blocked from being added if its country code belongs to one of the sanctioned countries or regions.
