Yes, if you have OneAuth as your MFA mode, you can still sign in to your Zoho account even if you don't have access to the internet.
Go to the accounts.zoho.com.
Enter your Zoho account credentials.
Click Verify another way.
Open the OneAuth app, then tap Problem Signing in?.
Enter the one-time passcodes on the web page, then click Verify.
You can also scan the QR code displayed on the web page by tapping Scan QR instead.
