Why am I unable to add a user as postmaster?

Only users with the same organization account can be added as a Postmaster.
 
You will not be able to send a Postmaster access invite to a user directly. First, you need to invite them as an Engineer, and then, after they accept the invite, upgrade their role to Postmaster.
