Hub users are individuals who belong to your hub, typically members of your organization.
Portal users, on the other hand, are external individuals whom you decide to share your organizational knowledge with. These individuals are usually not part of your organization but have a connection to it. Portal users may include partners, customers, investors, and others.

    2. Can I assign roles to users in my hub?
