There is a possibility that the users you are trying to invite have already signed up to a different Zoho data centers. You can only invite users belonging to the same data center as yours.
Example
Let's say you have signed up with Zoho Sprints using the .com domain. Your Zoho account will be assigned to and stored in a particular data center. When you're sending out invites to two users where one belongs to .in domain and the other belongs to .com domain, you'll observe that you can only add the user in .com.
About data centers
Data centers are locations that serve as data storage units for specific regions. Zoho has data centers across the world to limit data of a region within the boundaries of that region to ensure user data protection and uphold privacy laws.
Data protection and privacy laws in most countries demand that user data be retained in data centers located in their region. Each data center is identified by it's unique domain and the users belonging to that region will sign up using that domain and have the data stored in the respective data center. Zoho will assign a DC depending on the user's location by default.

How to add a user from another DC?
A Zoho account can be assigned to any one of the data centers and the data of that account can only be stored in that data center. The only way to add a user from another DC is for the user to create a new Zoho account in the domain same as yours. In the above mentioned case, the user has to close or delete the existing account in .in domain, after which you will be able to add the user to your Zoho Sprints portal and send out an invitation for the user to join.
If the user belongs to a different DC, request the user to delete that account and join using the invitation that you send. To close the existing account, the user has to:
- Navigate to accounts.zoho.com .
- Click the Settings option in the left menu.
- Click Close Account or Close Organization .
- Run through the steps for deletion process.
- Click Proceed .
- After completing the Steps, click Close Account .
Note: The account will be permanently deleted along with the data.

To join Zoho Sprints of the new DC, the user has to:
- Open the email invitation that you've sent to the user's email ID.
- Click Join Now. The Zoho Sprints workspace will be accessible.
When the user accepts the invitation, a new Zoho account will be created and assigned to the same data center as yours.
