Ability for me to take the issued PDF certification on successful completion of a course then push to zoho sign in order that it is digitally certified

How can I take the issued PDF certification on successful completion of a Zoho Learn course then trigger a workflow to push to Zoho Sign in order that it is digitally certified, hosted on the blockchain and then push to Zoho Workdrive to be hosted off an externally accessible url that can be used to add the credential on platforms like linkedin, etc, in order to provide an immutable record of the successful completion of the course by the user.

Zoho Learn is not in Zoho Flow, so is the most efficient approach Zoho Creator, Zoho Catalyst, Webhooks into Zoho Flow and complete with Zoho Flow?
