Account Validation for Members only.

The API is all connected but it validates all accounts after registration but we need to restrict this to registered people that applies for a membership only.
Anyone can apply for an account but they need to pay for membership. So, we just need to validate an account once the membership has been processed not just any.
The API is connected with Joomla 1.5
I dont know what to do. Am I missing a step? What should I do?
