Campaign Opens Report

We sent a campaign on Monday but only a quarter are recorded has being read.

A web designer had previously told us that this information can only be recorded if they physically open up the email into its own window rather than read it in the outlook reading pane or whatever client they use.

I was wondering what everyone else's take on this.
