Campaign segment from CRM accounts

Hi. I am trying to make a segment in Campaign based on my CRM contacts and accounts lists.

My CRM setup is, I am using Accounts to store a list of 2500 business names I purchased from a marketing company and the Contacts list to records details about the 1200 contacts I do business with.

Is it possible and how do I segment the list to send an email to the 1300 accounts not in my contact list?
