Can't Tell If Sign Up Forms Are Allowed

For some reason no matter if a mailing list has sign-up forms enabled or not it still displays the message " Sign-up form subscription allowed Change?". 

This is very confusing.

When I click change I then get the message " Do you want to allow sign-up form access?
Allowing users to access your sign-up form will give them an option to sign-up to your mailing lists, through your website or the subscribe link in your email footer."

This is the only way that i can tell if sign-up forms are allowed because the first message does not change.

Any Suggestions?
