Conditionally displayed questions and Uploading capabilities

If a question is answered in the affirmative can speciffic questions be asked subsequently, if the question is answered in the negative can those questions no appear on the form?  If so, how would I go about asking this. 

Also, can I, as the "owner" attach documents in the form that the applicant could download and re-upload?
