Consent-based email marketing - Emails being sent out

Hi Team,

There are three types of email marketing available ( https://www.zoho.com/campaigns/help/subscribers/manage-consent.html) and one of them is: Consent-based email marketing.

How does this work?
Once we pick this option, do we need to send a Consent email out to all contacts in the different lists before any emails/campaigns can be sent out?

If a contact/user doesn't provide any consent (don't pick yes or no) after the Consent email is sent out, do they still receive the emails when we send it out to the list?

How is Consent-based email marketing different to permission-based?
