CRM to Campaign sync not working

I'm setting up a Sync from CRM to Campaigns for contacts, and the sync seems to be running (at least it says it is), but there are zero contacts being brought into Campaigns (when there are more than 13,000 who meet the criteria when sorting in CRM).
