Do contacts in the 'Do-Not-Mail'-list count for the payment plan? I don't want to get our total contacts above our cap and adding thousands of contacts to the 'Do-Not-Mail'-list is a solution of staying under the cap. A cleanup could help us out, but removing contacts is pretty hard, when they have no value to us ('never opened in 1 year' as example).
