exclude email list

I have sent many campaigns before and and always been able to exclude addresses off a different mailing list. Such as send a campaign to mailing list A but exclude anyone that is on mailing list B.

I can no longer select a mailing list to exclude and can only select a previous campaign. Is it possible to go back to how it was before?
