Facebook page campaign incorrectly treating all users as if they already LIKED the page even when they haven't

Here's the page and the Zoho Campaigns tab:

As you can see, the page thinks you've already liked it regardless of whether or not you have liked it.

I do have 2 pages set up, one if "Normal" and contains an appeal to like the page.  The other is the "Liked" page, and that's all that is showing.  Thank you!
