How to import a list of contacts and get explicit consent

I have a list of new newsletter subscribers I want to import.

They have expressed interest in the newsletter but they still need to do the double opt-in according to GDPR and local laws.
After import I would expect that they get a confirmation email sent. How would I do this?
Is this happening automatically?
