HTML editor in the Template and campaign is stuck at Loading

HTML editor in the Template and campaign is stuck at Loading

The editor for templates and for the campaign does not allow changes.

At the top of the screen it indicates Loading and this never goes away. It is not possible to change anything through HTML editor.

I have cleared my cache and tried it in multiple browsers and computers and nothing works. 

What do I need to do different?
