html to template

Hi, any info on this would be great.

I have a responsive newsletter.

Is there any way to conver this to a template so that it

1 remains responseve
2 staff members who do not code can edit the content. i.e. remove images change wording,
and use it as the zoho templates are used. Change the images and wording.
