We have currently maxed out our 30 workflows in one of our department and we are trying to find ways to make it more efficient.

We usually use our workflows to send automated email notifications per team leader for approval of tickets.

Is there a way where we can use custom functions for these?

For example, 

If a user is from finance department, we click a "for approval" transition it would trigger a workflow that uses a custom function that sends a custom email template to the finance team lead.
Similarly, if a user is from IT department, the same "for approval" transition would trigger the same workflow and send the email for approval to the IT team lead.
