Manual all contacts sync doesn't start

I'm trying to run ' SSCE campaign sync ' in manual mode and sync all contacts. After the first try I got this:

SSCE campaign sync_16_Sep_2014 is  Discarded; Started on 16 Sep 2014, 01:08 PM;

Further attempts produce nothing.

The question: how do I initiate manual sync of all contacts 'SSCE campaign sync'?
