Questions on Zoho Campaigns accounts

Hi, 
We currently have 5 Zoho CRM users, and a single user using the free Zoho Campaigns plan. We're looking to upgrade to the monthly Campaigns subscription. Please can you tell me: 
1. Does a user need to have a Zoho CRM account to have a Campaigns account? If not, can the user still sync the CRM database to his/her Campaigns account?  
2. Can Campaigns information (history of email campaigns, contact syncs etc.) be transferred from one user account to another user account within the same company?
