Scroll Bars appear but Windows on Remote PC not scrolling

All of my companies PCs are Windows 10.  Trying to scroll down through a list, the scroll bar moves, but the screen does not scroll.

Trying to scroll down in the list of updates, but can't get down to the restart button.
