Security Concern - Manage Users - Privilege - Access Campaign Detailed Reports

I am trying to set up my sales rep to ONLY access the reporting capabilities within ZOHO. 

All privileges are set to "Owner Only" or "Owner & Admin" except for the "Access Campaign Detailed Reports, Stats and Its Analysis"

It appears that the sales rep user can still create new campaigns, contacts, etc.  I only want read access to the reports. 

I'm not sure how to proceed.
