I can't seem to get a simple service-based email out to a subset of our customers.   I've attempted to import the list of recipients several times and everytime the list ends up with 0 contacts after it ignores them all.

To be clear: This message is a service based message that need to reach all intended recipients regardless of if they have unsubscribed from other email campaigns.  

Do I need to use another program to accomplish this?
