Which is better, creating a webform in CRM or in Zoho Campaigns? What are the key concerns? Is either way preferable for engaging leads?

I’m very new to ZOHO, so if this question seems simplistic, sorry. But after watching videos and reading ZOHO literature, they seem to mention both ways with equal frequency, but never with an explanation as to the benifits or desirability of either one over the other.

Any help would be appreciated.
