Adding a formula to column

Hi all,

I need some help understanding the logic of formulas in Zoho and although similar to Excel they are different and I am struggling to create one.

so here i am asking for some help

I have column one that is called "Reference 1"
I have column two that is called "Reference 2"

the response is Answered or Not Answered

I need the formula to create a response of the following:

Reference 1 and Reference 2 = Answered, the response should be "complete"
Reference 1 = Answered and Reference 2 = Not Answered, the response should be "Partially Complete"
Reference 1 = Not Answered and Reference 2 = Answered, the response should be "Partially Complete"
Reference 1 and Reference 2 = Not Answered, the response should be "Outstanding"

I would be very grateful if anyone knows the answer
