Blacken Screen End User Can Revoke

Using W10 OS via the desktop application the setting in preferences is set to don't let customer revoke black screen, why does the customer still have the ability to send shortcut Ctrl+Alt+Delete to revoke this setting.

As a licensed user this is a very important feature it was a main selling point in transition from TV which doesn't have this feature.
