Candidate Portal - Invite Mail Template, How Does This Email Get Triggered?

I can see there is a template for 'Invite Mail' to invite candidates to the portal but I can't see how to send this email out to new users? Can it be triggered if they apply for a job through a webform? Can I manually select candidates to receive it?
