Do not see "Move" command when attempting to move multiple notes to another notebook

I am trying to do bulk moving of notes with a selected tag to a new notebook. When I use the multi-select feature, the only function available at the top right corner is "Delete". I've seen help articles that suggest that a "Move" function should also be visible. I've tried in both the web interface and the Windows app. (I can't get multi-select to work in the Android app.)
