Double quotes in the header of the query table

Double quotes in the header of the query table

Hello. 
I have created a query table in analytics and exported it as a csv file.
Then the header row values are converted to double quoted values and output.

English values are not enclosed in double quotes, but Japanese values are enclosed in double quotes.

This happens only for the value to the left of the header.
If Japanese is specified for subsequent header values, they will not be enclosed in double quotes.

Why are the first header values enclosed in double quotes if they are Japanese?

If there is a way to specify a Japanese value in the header and not have it enclosed in double quotes, please let me know.
