Help with simple segmentation campaign

Hello!

I have a simple segmentation campaign for downloading a PDF. At the end of the campaign, I would like the recipients to be divided into two groups: those who have downloaded the PDF and those who haven't.

There are two emails, each with a link to the PDF.
  1. Anyone who clicks the link in Email 1 is added to the Downloaded list and exited. Everyone else gets the second email with another link to the PDF. 
  2. Anyone who clicks the link in Email 2 is added to the Downloaded list and exited. Everyone else is added to a Not Downloaded list and exited, ending the campaign.
How can I do this?

FYI: As simple as this sounds, I can't get it to work. Specifically:

Wait Condition doesn't work because the only option available is "A link in this email was clicked". That could be any link in the email.

Email Activity doesn't seem to work because the email actions are AND/OR actions, not OR actions--which in turn makes it too easy to strand users or send them in the wrong direction.
  1. E.g., strand = if I segment based on "Did not open" and "Clicked a specific link", anyone who "Opened but didn't click on a link" is stranded.
  2. E.g., send them in the wrong direction = if I segment based on "Opened" and "Clicked a specific link", then everyone is treated as "Opened" even if they "Clicked a specific link".
I have to assume I'm just missing something here, as this is such a basic marketing automation feature.
