I cannot share a form to make it public to all now

Hi,

Why now I cannot share a form or a view to make it public to all?

As alternative getting a permalink to access the view without login does not work, and instead of getting the typical encripted key it appears a constant or something like this: ZC_PUBLIC_REQUESTED

When was this policy changed?
