I'm not sure why the software is set up where trainers must be users (i.e., employees).

This should really be changed, as there are many cases (the majority of cases for some companies) where classroom trainers are external or contractors.

If this is a situation where an employee should be the "owner" of a course, then call it that. But having it set up as it is doesn't end up fitting a huge swath of use cases.
