No Candidates for Interview

From the Interviews section of Recruit, I am attempting to setup a new interview.  However, when I click on the button to select the candidate's name, no one appears.  I changed the drop down menu from "Show only candidates with this job" to "All candidates" but the people who are associated with the job opening do not appear in the list.

I found that if they are brand new, and not associated with any opening, then their name appears in the "create interview" section.  But any other status, like "Associated" or "interview to be scheduled", makes it so I cannot schedule an interview with them.

Do candidates have to have a certain status in order to be scheduled for an interview?  Is the interview option not available if there is a blueprint involved?  Is there some other setting or option that I am missing?
