party wise special rate

i have too many party with different special rate.

it is not possible to maintain different price list for different parties @ backend

i want that while creating sale order or sale bill when I put value for that is in Rate field ,

here a window should open while putting the value if it is different from last deal or common price list.

and option to save that value as a special price for that party.. see the attachment
