Password Protection

I am seeking applications such as Zoho Writer for use by South Texas College of Law faculty and students. The college has security specifications for applications like this which include:

- Restricting the ability to publish documents, and concomitantly
restricting access to documents (the latter already exists in Zoho Writer)
- Restricting the ability to upload files
- Restricting the ability to save files to local computers (downloading)

In other words we need password-protected access to these features or administrator preferences to lock out features.
