I need an application that lets people at my school post events and their volunteer needs so that others can sign up for the tasks. Then it should track show how many hours each of those volunteer tasks was 'worth'... and keep a tally of all the hours each family did over the course of the year so an administrator can see if they have met thier 10 hour requirement or if they need to "buy-out" of their balance.
