Publishing and Changing account name

I am trying to find out how to publish a spreadsheet document so I can see it on my site. Can free users do this like with google docs? I see screenshots with "publish" between share and tag, but it's not there when I access my account.

Also, I signed up a long time ago and I want to change my account name but keep my email address. How do I do this?
