Salary - Exchange Rate

We are an international company with employees working all over the world. Our head office is based in Canada.
We have been using the Salary form for a few weeks, and we have a line for each employee with the latest data. It shows the local amount with the local currency and the conversion to CAD which is used by our management to compare salaries. 
We only enter a new line when there is a change. Due to the fluctuation of the exchange rate, we can have a huge difference between the same salary at different times of the year. 
An employee who gets a raise in January and a salary of 10,000 RON will have a different CAD salary than an employee who gets a raise in July and the same salary of 10,000 RON. 
Do we have to enter a new line for each employee every month, regardless of the increase?
Any advice would be helpful.
