Schools - I realize this is really specific!

I recruit students from colleges around the country, and do so by posting on those schools' job boards. For each new posting, I want to be able to indicate which universities I am recruiting from (I will compile this list), and what the status is for each posting. (has posting been submitted? Have they actually posted it, and if so, on what date, and add notes related to problem/details of with the posting to that school). I want to create a pulldown of states I can create this list), then indicate which universities in that state I am posting to. For example, I am currently posting for a job in PA. So I want to post to most schools in PA, plus many in surrounding states. I'd like to group the schools by state. So that for a future posting that is in Philadelphia, I'd have an automatic list of schools in PA and surrounding states to potentially recruit from, and be able to edit the list for a particular job posting as needed. Am I asking something crazy?
