Screen Resolution and Scrolling Issues

I have 5 servers that are all physically identical in terms of hardware (CPU, OS, software, memory). The only difference being the storage space. On 4 of them I unable to scroll lists, or see things clearly. The servers are running Windows 10 Enterprise LTSC and have Nvidia Quadro P400 graphics cards in them but no monitors are connected.  I've tried changing resolutions, I've tried "Auto Adapt Resolution on the Agent, nothing fixes this issue. I've attached a screenshot showing how tiny the start menu is and it doesn't scroll up or down. I can see a scroll bar that moves, but the shortcuts/icons don't move.  The 5th one originally had no issues like this but now it's experiencing the same issue as the other 4. I'm not sure what I did different on this server.

        Unattended Access (Beta) is live!   Unattended Access, a feature requested by a lot of our customers is live now. Currently, it's in beta.
