Self Appraisal Form in multiple languages?

Self Appraisal Form in multiple languages?

I need to set up the Self Appraisal form in three languages. I tried to add 3 languages to the same Self Appraisal form, and use the show/hide rules to have it show accordingly base on the language the user select on the drop down list. However, I run into the problem of reaching the multi-line fields limit. Although the instruction said that I'm allow to add 25 multi-line fields, I only added 20 right now, and it doesn't allow me to add more. I've check every field on the form to make sure there are no other hidden multi-line fields. I have a total of 24 questions, 8 per language, so it would have work out. How do I solve this?

Also, is there a way for me to add multiple Self Appraisal form (in different languages) and link them to the Appraisal Cycle? 

Or if you have other suggestions, please let me know.
