Separate Easy Apply and Candidate Portal

I like having the candidate portal, but I do not like that I have to turn on Easy Apply in order to use it. I just realized that when I turn off Easy Apply, I am turning off the candidate portal. Some of our candidates are using Easy Apply as a way to avoid completing the application on our career site. It would be great if this was not an all-or-none scenario.
