Update candidate status as a rule - automatically

I am interested in creating a rule that updates the candidate status to a set designation - when either of the following actions occur:

1) A note is entered on the candidate record with the title "call"

2) An e-mail is sent - from the Recruit tool - to the candidate

Is this possible w current functionality? I cannot seem to access the functions of either record?
