Why DO My Spreadsheets Open in Read Only

I know I'm missing some key concept here but why on earth do my documents (excel spreadsheets) only open in READ ONLY when I download them?

If I save the same doc on a memory stick and open it, I don't have this problem.

I'm sure there is some basic concept I'm missing .... anyone?
