zoho recruit ratings reviews enabled for non admins

zoho recruit ratings reviews enabled for non admins

Good Morning

 Is it possible to enable adding "ratings reviews"  for a candidate for a non admin user? I can only see the ratings reviews and cant seem to be able to add any rating or review if i am not an admin.
