Bullet Charts Stuck Loading Without Data

I have a dashboard with some widgets in bullet chart format, but some of them do not have data. Since there is no data, they keep loading indefinitely instead of displaying “No Data,” as happens with the percentage widget next to them.

This issue prevents us from exporting PDF reports from these dashboards.

How can I set it to show the "No Data" message?
